I'm still new to the whole rp thing and I'll be honest I know more abut persona than Hetalia. Now I'm working on character creation and since its going to be an original character I was wondering do I have to link his personality with the country like the characters from the show? I mean yeah I understand that he must act like someone with that heritage but does he have to represent the country as a whole?
Since I plan on creating a teacher can I have an exact list of the types of classes that are available? If possible it would help give me a better direction.

Well, I might not be an admin or on the staff, but I can help you with the rp-ing part. C:
Even though your character is original, yes, you have to link the personality to the country. Seeing as you don't have a personality already outlined by Hetalia itself, as an OC country creator myself (though not on this site, obviously), I'd say the best idea would be to look up some of the normal stereotypes for Irish people and try to incorporate them as best as you can into his personality. Another option would be to read up on the history of Ireland, and then try to reflect how the stereotypes and that history would make the canon character, then reflect that back to Galvin on here. Either or.
As for representing the country as a whole... Well, no, they're technically not doing that, as they're people, but the best way to do it is pretend that no, he's not an original character, but a genuine Hetalia country that you're reflecting over to this site (repeating myself orz). So... He can't just be out of the blue, I guess? If you decided to put him in the show, he should probably fit in pretty well...
Then the whole teachers part... Frankly, I'm not gonna be much help on that one, seeing as I have no idea what classes are offered, but seeing as there are no current teachers created, if it's a standard class that's typically found in a high school, you can probably have him teach it. Don't quote me on that, though~. C:

I should probably leave Canada to answer this since she would be better than me, but let me attempt an answer.
As an original character, you will need to do some research about the country to portray character traits as someone who would symbolize that country. As Sisia said, some of the ways to do this is to look to see common stereotypes of an Irishman and elaborate on them, or to read through the history of Ireland. Essentially, the character is the personification of the country of Ireland, but at the same time a person with their quirks, likes, dislikes, fears, and things of that nature. It's a bit complex and I'm sure Canada could explain it better, but making an OC is rough since there's it means the character's traits have to be researched if you're not familiar with the country you're trying to aim for.
As for classes, I honestly haven't thought of them enough to give you a whole listing. Essentially, there would be the normal math, history, social sciences, science, grammar, literature, fine arts, and physical education classes for a high school level.
